Neither. They're both so overdone.

once you go black, you never go back. It's very difficult to undo black hair, so if you think that's what you want (for a LONG time) do it! it's much easier to change blond hair to something else however.

Black with blue streaks.

Bleached with pink can turn out really bad. One of my friends bleahed her hair and streaked it pink and it looked really awful. It sounds good, but it really looks strange.

Black with blue is definitely cooler, too.

black with blue is good.

however...i suggest...all black on top...and underneath blue.
